This study aims to develop effective operational strategies and corresponding survey tools to support the continuous improvement of Youth Music Center programs that foster the holistic and musical growth of adolescents. The research methodology involves analyzing the Youth Basic Plan of Region A and the mid-to-long-term development plan of the Youth Music Center to establish five core values and their sub-elements based on the center’s functions and roles. Additionally, a survey tool is developed to effectively incorporate the opinions of youths participating in the center’s programs. The Youth Music Center sets goals for youth education and service provision while operating various cultural, artistic, and career programs to foster mutual growth between the region and its young people. Therefore, the developed operational strategies will play a crucial role in enabling the Youth Music Center to serve as a key institution within the community, contributing to balanced regional development and the coexistence of its members as a public institution. The survey tool will serve as a key instrument in gathering feedback from youths participating in various programs at the Youth Music Center, evaluating the effectiveness and outcomes of the center’s operational strategies and programs, and exploring potential improvements and future directions for development.
