The purpose of this study is to survey the current state of focused learning policy of music and teachers` and students` perception for it. The teachers` perception was obtained through questionnaire and interviews. 172 junior highschool and highschool teachers and 1522 students who experienced this policy participated in the study. 27 teachers were interviewed. The following conclusions are reached. First, most teachers are against this policy, and think that it has more disadvantages than advantages. Second, they think that the most serious problems with this policy are the problem of teacher supply and transferred students. Third, they think that this policy enabled them to try various musical activities, and in this respect has some merits. Fourth, students were doubtful about the effectiveness of this policy.
