The purpose of this study is to present a model for the development of a music textbook to develop the competencies presented in the national music curriculum revised in 2015. First, this study conducted a literature review on the national music curriculum revised in 2015, the understanding-based curriculum, the backward design model, and competency-based curriculum. Based on the literature review, this study developed a model for elementary music textbooks (textbooks and guidebooks for teachers). To examine the validity and reliability of the developed model, this study conducted Delphi survey, expert council, and workshop. The results of this study are as follows. First, the model for the elementary music textbooks were developed by applying the backward design of (1) expected learning outcomes, (2) evaluation plan, and (3) teaching-learning plan. Thus, we developed a model of introduction-performance (basic inquiry, deepening inquiry, application, practice)-wrap up . Second, the elementary music guidebook for teacher was developed focusing on the development of competency. The model consisted of (1) resource for understanding class and student, (2) resource of teaching and learning practice, (3) resource for developing teacher capacity.
